Only amateur football players over 18 can participate in this league. Its duration will be roughly 7 months depending on the number of registered teams. All teams that are participating must acknowledge that the purpose of the league is for the love of the sport and to promote fair play and respect amongst all teams.

1. PARTICIPATING TEAMS: The maximum amount of teams allowed to register will be:

      a. NICOSIA – 24 teams
      b. LARNACA – 8 teams
      c. PAPHOS – 8 teams

and will be accepted on the order they register. The final application date is 2nd October 2026 and the league will begin 14th of October 2026

2. TEAM APPLICATION PROCESS:

Each team must complete and submit a ‘Team Application’ where they will register their names, kit colors, contact information of the manager and the players. Each team must also send their logos which will be used by the league on its official Facebook page. All registered players must also complete individual player applications which must include players names, email, date of birth and a recent player of the photo. All applications will be submitted online. After a team has registered a member of the league administration will reach out to the team for further details.

3. ALLOWED TIME AND DAYS OF GAMES:        

All games will be played

Nicosia – Tuesday, Wednesday or Thursday between 19:00-21:30pm.

Larnaca & Paphos – Tuesday, Wednesday or Thursday between 19:00-21:30pm.

 The final League and CUP schedule will be announced before the league begins.

4. COST PER TEAMS:

Registration Fee / team:

€ 850 + VAT (€161) = € 1,011

The payment of this amount must be made by the final date of submission of the application (2/10/2026) or can be paid in 3 installments (more details below). This amount includes the following:

– The cost of referees. (all our referees are KOP certified)
– The cost of the First Aide to provide first aid in case of injuries
– The cost for live broadcasting of selected matches to be shown on FACEBOOK and YOUTUBE
– Two balls in each team with which the games must be played
– Donation to the Cyprus Red Cross Society
– Pitch rental fee for all games
– Free burgers & steaks at the AWARDS PARTY

B. The cost of the pitches for the matches per team (half the pitch rental value) amounts to: €30 per game.

Note: All pitch reservations will be made by the organizing authority. The cost of the league and cup matches will be jointly paid by both teams. The Cup final will be paid by the organizing authority.

Note: In case a team qualifies to the next round of the cup the cost of renting the pitch is not included in the above package and will be paid in half (€30 per team) at the pitch before the start of the cup match.

Note: In case a team qualifies to Pancypriot tournament at the end of the season, there will be an extra cost of €60 which will cover the pitch rental costs.

The total pitch rental cost is 30 (with VAT):

5. LEAGUE PROGRAM:

    a. All games will begin 14th of October and will be played

Nicosia: Tuesday, Wednesday or Thursday between 7:00 – 9:30pm
Larnaca & Paphos: Tuesday, Wednesday or Thursday between 7:00 – 9:30pm

       b. The league will end April 2026.

       c. The weekly schedule of the entire league will be created by the league administration and will be shared with all team managers at the beginning of the league.

      d. The league program will also be shared weekly on the league’s Facebook page and can also be seen on the league app Leverade. The league will not inform each team separately of their schedule and it is each team’s responsibility to follow it (unless there is an exceptional case in which case the teams involved will be notified).

Notes: In the event of bad weather (eg. Rain), all teams MUST go to the pitches and it will be up to the referee to decide whether the game will be played or not. If the referee says the game is not playable, the league administration will set a new time and date.

Note: if there are matches scheduled on any of the above dates, the match will be held on a later date to be announced by the organizing authority.

 

6. LEAGUE STRUCTURE:

NICOSIA (24 registered team)

A Phase: The league will be split into 3 groups of 8 teams through a random draw. Each team will play all teams in their groups once (7 games for each team).

B Phase (Playoffs): Teams will be divided into 4 categories (according to their strength) of 6 teams per category. Teams will be divided according to their positions from Phase A. 

Category A – Teams that finished 1st, 2nd
Category B – Teams that finished 3rd, 4th
Category C – Teams that finished 5th , 6th
Category D – Teams that finished 7th, 8th

All 6 teams in each category will play each other 2 (total of 10 games per team) and the Champion of each category will be the team with the most points at the end of Phase B. When entering playoffs, all points & goals will be reset to 0.

LARNACA & PAPHOTS (8 registered teams per city)

A Phase: The league will be 1 group of 8 teams through a random draw. Each team will play all teams in their groups once (7 games for each team).

B Phase (Playoffs): Teams will be divided into 2 categories (according to their strength) of 4 teams per category. Teams will be divided according to their positions from Phase A. 

Category A – Teams that finished 1st, 2nd
Category B – Teams that finished 3rd, 4th

All 4 teams in each category will play each other 2 (total of 6 games per team) and the Champion of each category will be the team with the most points at the end of Phase B. When entering playoffs, all points & goals will continue as they were from the A Phase. 

PANCYPRIOT TOURNAMENT AND CHAMPIONS LEAGUE CYPRUS & EUROPA LEAGUE CYPRUS

After the completion of the championships in each city, the PANCYPRIOT LEAGUE CYPRUS will be organized. The Champions League is where the Champion and runner-up of Nicosia Cat A and the champions of Paphos and Larnaca Cat A will participate. The EUROPA LEAGUE will be attended by the 2 finalists of the Nicosia Cup and the cup winners of Larnaca and Paphos.

The structure of the Champions League & Europa League Cyprus will be a mini-tournament that will be held at a place and time to be announced after Christmas.

Its winners will have the opportunity to represent Cyprus in the ELITE CUP GREECE and EMF CHAMPIONS LEAGUE.

7. POINTS SYSTEM: 
The point system is that of the regular 11vs11 rules which are 3-1-0. 3 points for a win, 1 point for a draw and 0 for a loss.

8. EQUAL POINTS: 
In the case where 2 teams share the same points at the end of the season, the final team position will be calculated by (in this order):
       1. The winner of the head-to-head matches and the best goal difference (goals scored minus goals conceded)—for example, if Team A wins 3–0 in the first match and then Team B wins 4–0, the aggregate score between Teams A and B becomes 3–4, making Team B the winner.
       2. Higher goal difference (goals scored – goals conceded)
       3. Best attack (most goals scored)
       4. Random Draw

9. CUP: 
All teams of the league will partake in the CUP. A random live draw will decide the CUP schedule and all CUP games will be single round knock-out games. The CUP schedule will be announced at the beginning of the League.

10. KNOCK-OUT GAMES: 
In all knock-out games when there is a tie (both teams have the same score as the end of regular time), there will be extra time that will be two 5 minutes halves with a 1 minute break between the halves. If the game is still tied, there will be penalties which will be taken from the 6 meter mark (the top of the goalies area). Each team will be allowed 3 penalties each and in the case of a tie after the 3 penalties, each team will continue to take 1 penalty each at a time until there is a winner. A coin toss will decide which team will take penalties first.

11. TEAM ROSTERS: 
Each team can register 6 – 15 players all over the age of 18. Teams can continue to register players whenever they wish until their roster is completed (at 15 players). All new players must be registered 24 hours before each game. At each game teams must complete and submit to the referee their team rosters on the ‘Game Sheet’ which will be given to all managers at the beginning of the season.

     a. Note: All team rosters and all new registrations will be posted on the leagues app Leverade so as they are visible to all participating teams.

BEFORE GAME CHECK: Before each game, all players must present their IDs to the referee in order to prove their identity but also to make sure they are registered to the team. Without ID’s players can’t play.

12. PLAYER REGISTRATIONS: 
In order to be eligible to player players must be registered 24 hours before their teams game. They must complete the ‘Player Registration Forms’ where they will include name, surname, email, ID number and also agree that they are playing under their own risk and any injury that may come as a result of competing in the league will be their own responsibility. The league takes no responsibility or blame in the case of an injury of a player while playing in a league game.

13. TRANSFERS & REPLACEMENTS: 

Transfer Period: Teams can register / replace 2 more players (whether they have completed their 15 player rosters or not) at the end of Phase A. The new players can compete in Phase B (note during Phase A teams can register players until their roster is completed at 15 players).

14. PLAYER RESTRICTIONS: Players who compete or were competing in the active year in any professional teams:

     a. from Categories 1 to 4 in the Cypriot Football League.

     b. the STOK league.

     c. Category 1 of the Cypriot Futsal League.

     d. Categories A & B of the CYPRUS official U-19 leagues are restricted from participating in the league. Player in the AGROTIKO league (Farmers League) are eligible to play.

     e. The league administration will do a thorough check of all players registered before the league begins and also throughout the season.

15. GAME CANCELLATION / CHANGE:

Due to the large volume of teams and games, each team can request a time change only once in the entire championship. That is, the match must be played on the same day as it was originally scheduled but at a different time.
E.g. If a match is scheduled to be played on Monday 7-8pm, it will be allowed to request a change of time ONLY, i.e. 7:30-8:30pm or 8-9pm.

Futsal Field Rental Gift Voucher in case of match cancellation due to the teams’ fault:

If a team wishes not to compete in a match, then it must inform the organizing authority on the Friday preceding the scheduled match and a gift voucher will only be given to the opposing team that had intended to compete in the match as normal.

It is understood that the team that does not intend to play and cancels the match, is automatically penalized with a 3-0 score against its score.

All requests for substitution must be submitted by the Friday before the scheduled match otherwise THEY WILL NOT BE ACCEPTED. The organizing authority will examine the request and if it is accepted, it will determine as soon as possible, together with the affected teams, the day and time that the match will take place, without affecting the other scheduled matches. If a team cancels a game on the same day that the match is being played, then the match is awarded to the opponent with a score of 3-0.

16. MINIMUM NUMBER OF PLAYERS REQUIRED: 

If a team shows up for any reason with 4 players instead of 5, it will be forced to play with 1 player less.

– In the event that the match starts and a team is left with 3 or fewer players, then the match automatically ends.

– In the event that the team that is unable to complete players is behind in the score, the score is guaranteed, as it developed in the match. If the team that is unable to complete players wins, then the match is guaranteed to the opponent with a score of 3-0.

– If a team shows up with 3 or fewer players, the match will not take place and it will lose the match with a score of 3-0 to its detriment.

Note: However, if a team knows in advance, it is requested to inform the organizing authority in time to avoid unnecessary travel of both the opposing team and the referee and the first assistant, to the field.

If a team decides to no longer participate in the championship or due to a expulsion is not allowed by the organizing authority to continue in the championship, for the remainder of the championship it will be considered a 3-0 automatic victory for any opposing team that has a scheduled match against it. The matches, points and goals that have been played before the team’s withdrawal or expulsion will continue to apply.

17. TEAM UNIFORMITY & EQUIPMENT:

All teams must wear the same kit color they registered with. All players must wear the correct football shoes type TURF (as you can see the images below) as well as shin-guards. Players are not permitted to wear football shoes with metal or big studs (6 stud shoes for grass), jewellery, watches or anything else the referee may deem dangerous.

18. CUPS AND PRIZES:

At the end of the championship, an AWARDS PARTY will be held where the cups and prizes will be awarded to the winning teams. The date and venue will be announced at a later stage.

19. PRIZES AND GIFTS:

This year we are offering prizes worth over 10,000 euros! These include:

– Participation in the ELITE CUP GREECE, the largest mini football championship in Greece taking place in Athens. The prize will include travel, accommodation and the championship entry fee. A prize worth over 3,000 euros.
– Participation in the EMF Champions League, the largest mini football championship in Europe! The prize will include travel, part of the accommodation cost and the championship entry fee. A prize worth over 5,000 euros.

All prizes will be announced at the beginning of the season, as the distribution of prizes will depend on the number of teams participating in the championship this year.

20. IDENTIFICATION AND COMPLAINTS:

Players must carry an ID or other form of proof showing their name, date of birth and photograph with them at every game, so that identification can be made. In the event that the list of participants does not match the competing players, the team will be disqualified from the specific game. Complaints are accepted if they are made to the referee immediately after the game and are examined the next day by the organizing authority.

21. PENALTIES:

All penalties will be announced every Friday:

Team Penalties:

a. If a team cancels a game, then the match is awarded to the opponent with a score of 3-0.

b. If a team cancels a match three times, it will be excluded from the Championship and the Cup.

c. If a person who is not registered on the roster of a team or a player from a prohibited category is declared and participates in a match, then the team that committed the offense in that particular match will lose the match with a score of 3-0 and in addition, 3 points will be deducted from their points tally. If it is repeated by the same team, then it will be removed from the Championship and the Cup.

d. If a team is charged with 4 red cards (in total), then it will automatically be removed from the Championship and the Cup.

e. If the referee is forced to stop a match due to a large scale of incidents, then the organizing authority will examine the reasons and observations listed on the match sheet and after an investigation may even punish both teams with a zero in the specific match.

Note: The organizing authority reserves the right to punish a team (either with a penalty of points deduction, or even with expulsion from the championship), if its players or fans or people sitting on its bench create incidents and tensions.

Note: Red cards are only valid in the competition they have been assigned to.

If it was given in the cup competition, then the punished player is not entitled to participate in a cup match. It will not apply in the championship and he can compete normally.

However, the championship reserves the right to make the final decision whether the red card will be transferred to another competition. For example, if the red card was the result of a physical attack on another player, then the red card will be valid for both championship and cup matches.

Player Penalties:

The organizing authority may punish either with a penalty of exclusion from certain competitions, or even with expulsion from the championship a player (even if he has not been punished by the referee) in the following cases:

a. In cases of abuse, offensive gestures, intimidation, threats and offensive characterizations.

b. In cases where a player plays very hard and unsportsmanlike with the intention of injuring, or  manhandling, hitting, pushing and generally attempting to attack an opponent or teammate, the referee or any team member or fan.

Note: All teams are fully responsible for both their accompanying members

The organizing authority may punish a team if, after investigation, it is proven that incidents that occur outside the playing field originate from organized individuals from the same team.

22. MATCH START TIME:

Teams must be at the venue at least 10 minutes before the scheduled start time of their match. The starting time will be strictly adhered to. Under no circumstances will the referee wait for a team to be completed.

If a team arrives at the field more than 10 minutes late from the scheduled start time of the match, then the match will not take place and the late team will be penalized with a 3-0 penalty against its score.

For example, if a match is scheduled to start at 7:30 p.m., the match must start at 7:40 p.m.

23. APPLICATION DEADLINE:

Set at 2/10/2026 and will be on a first-come, first-served basis.

  1. GAME RULES

REFEREE – ROLE OF CAPTAINS – DURATION OF THE MATCH

The Referee is the game’s leader. He is the sole timekeeper and is responsible for all decisions of the match. Teams are requested to respect his decisions and to help with their behavior to conduct a proper and fair match.

The role of the captain-manager of each team is of great importance. The Referee and the team captains-managers must have impeccable and harmonious cooperation between them. The captain-manager has absolute responsibility for the behavior of the players on his team. He must be a model of behavior, respect all the referee’s decisions and guide his players to compete cleanly, honestly, with respect and sportsmanship towards the opponents and the referee. The success of the championship is largely based on the role of the captain.

The duration of the game is 2 halves of 25 minutes plus delays. The break between halves is 3 minutes. Also, 3 minutes will be given for the teams to prepare and warm up. It is recommended that players warm up outside the field.

Each team is entitled to a 1-minute time-out (per half) in each match when the ball is out of play and in the possession of the team requesting the time-out. It must inform the referee in time before the ball goes out, for the smooth conduct of the match.

During fouls, corners, free kicks and throw-ins, the ball must be played in 5 seconds. If not played within 5 seconds, possession of the ball passes to the opposing team

The distance to the wall for all kicks, direct or indirect, is 5 meters.

YELLOW AND RED CARDS- VIOLATIONS

A player who receives a yellow card is also punished with a 1-minute suspension and his team continues with 4 players. If the opposing team scores a goal during the 1-minute period, then the team playing with fewer players is entitled to add a player. Yellow cards are counted ONLY for the specific game. (Two yellow cards = one red).

A player who receives two yellow cards or a direct red card is expelled from the game and his team continues with 4 players, for 3 minutes. If the opposing team scores a goal during the 3 minutes, then the team playing with fewer players is entitled to add a player, but not the one who was sent off. The Organizing Authority will review the violation and decide on the punishment to be imposed on the player. This can range from a 1-match suspension to a full suspension from the league and even from all future leagues.

When a player is sent off 2 times in different games, then he will automatically be ineligible to participate in the next 2 games of his team.

It is considered a violation only in the case where a player slides (tackles) trying to play the ball and kicks the opponent, in other cases it is not considered a violation.

After the 5th team foul in each half, each subsequent foul by the same team is punished with a 10-meter penalty.

The penalty kick is taken from the height of the goalkeeper’s penalty area.

Fouls will be indirect or direct in accordance with the official football regulations and at the referee’s discretion.

BALL – BALL RETURN – GOAL 

The type of ball will be will be number 4. All teams will be given 2 identical balls. It is recommended that they play the match with these balls, unless the two teams agree to play with a different one.

The ball should be placed on the line when the throw-in is taken and should be taken with the feet and not with the hands.

A goal directly from an indirect kick and from a throw-in is not valid, unless the ball contacts any player from both teams. In such a case, possession of the ball will go to the opposing team.

 

4 If the throw-in is taken incorrectly, a substitution is given and possession of the ball passes to the opposing team. If the ball goes directly out without ever entering the field of play, a replay is given. If the player taking the throw-in is found to have been deliberately delaying the play, the referee may penalise him with a yellow card.

A goal resulting from a direct corner kick and a direct foul are valid.

SUBSTITUTIONS

Substitutions are unlimited. In order for a substitution to be made correctly, the following must be done:

  1. The referee must be informed first.
  2. The ball must be out of the field of play or the match must be stopped.
  3. The player entering must enter from the centre of the field of play after his teammate has left the field of play. The player leaving may do so from any point on the field.

The substituted player may re-enter the same match.

GOALKEEPER

The throw-in of the ball, when it has gone out of bounds the boundaries of the goal line, is only allowed by the goalkeeper and only with his hands towards a teammate, within 5 seconds. The goalkeeper may have contact with the ball again after it has been touched by a teammate or opponent. In the event that the goalkeeper makes contact with the ball before a teammate or opponent, a replay will be held. If he does it again, he will be punished with a yellow card and if he does it again, a red card.

  1. The goalkeeper is not allowed to catch the ball with his hand, when it has been returned to him by a teammate, with intention. This infringement will be punished with an indirect kick from the point where the goalkeeper caught the ball with his hand. If the goalkeeper catches the ball with his hand inside the penalty area, then the ball will be placed, for the execution of the violation, at the nearest point on the penalty area line.

GENERAL RULES

Offside does not apply.

In each match, the substitutes, the team manager and those listed on the match sheet are entitled to sit on the bench, without smoking inside the field.

In general, the official regulations of regular 11X11 football apply and are applied, in cases not mentioned above.

DESCIPLINARY RULES – YELLOW AND RED CARDS – VIOLATIONS

7. Yellow cards are only valid for the game in which they are given in (they do not carry on to the next games). 2 yellow cards = 1 red
8. A player that receives 2 yellow cards or a direct red (in the same game) will be ejected from the game and will not be allowed to play again (in the game they received them) and their team will continue with 4 players for 2 minutes. If the opposing team is to score during this 2 minute penalty, then the team with the fewer players will be allowed to replace the player and continue again with 5 (but not the player that received the red). The player that has been ejected from the game can’t play again in the same game. The League will review the offense and will decide on the punishment to be given to the player. This may be from 1 match ban up to complete disqualification from league and even all future leagues. 
9. If a player is to receive 2 red card in different games, that player will not be eligible to play for their teams following 2 games.
10. Tackling is permitted.
11. After a teams 5th foul, all following fouls of the same team will be penalized with a 10 meter penalty. Fouls are reset at halftime.
12. Penalty kicks will be taken from the top of the goal-keepers area.
13. Direct and in-direct free kicks follow the same rules as regular 11-aside games and will be determined by the referee.
BALLS – RETURN OF BALL INTO PLAY – GOALS ALLOWED
14. The official league ball will be with bounce size 4. Each team will receive the same 2 balls with which they must play with.
15. If a ball goes out-of-bounds on the side-lines (kick-in), the ball must be placed on the line and the kick-in must be taken with a player’s feet and not their hands.
16. If the ball crosses the goal line from a kick-in from the side-lines or an in-direct free-kick, the goal does not count and possession will go to the other team. If the ball however is touched by any player of both teams before it reached the goal line, the goal will then count.
17. If a kick-in is taken with the incorrect method (anything other than kicking it in with your feet), possession will be given to the opposing team. If the ball during a kick-in never enters the pitch and is kicked directly out of the pitch, then there will be a re-take of the kick-in. If this happens again, the player taking the kick-in will receive a yellow card. And if the player does it again, a red card.
18. If the ball crosses the goal line from a corner kick or a direct foul, the goal will count. 

SUBSTITUTIONS


19. A team may make as many substitutions as they like during a game. In order to make a substitution, teams must:
a) Inform the referee
b) The ball must be out of play and in possession of the team that is making the substitution or if the game has been stopped by the referee (for example for an injury)
c) The player entering the pitch must enter from the center of the pitch after the player that has be substituted out leaves the pitch. The player substituted out can leave from anywhere on the pitch.
d) Players that have been substituted off may play again in the same game.

GOALKEEPER

20. When the goal-keeper returns the ball back in to play after it has crossed the goal line (but not directly into the goal) also known as ‘goal-kick’ it must be returned by the goalkeeper using only his hands within 5 seconds. The ball must be thrown to a team player and can’t be thrown to themselves. The goalkeeper can only re-touch the ball after it has touched any player (their own or opposing). If the goalkeeper throws the ball to themselves and begins to play, the ‘goal-kick’ will be re-taken. If it happens again, the goalkeeper will be penalised with a yellow card, and if the goalkeeper does it again with a red card.
21. The goal keeper can’t pick up the ball in the goalkeeper area with their hands when is has been passed back to them intentionally by their players feet. If this happens, the team will be penalized with an in-direct free kick from the spot closest to the line of the goalkeeper area. It can only be picked up with hands with an intentional pass if is made by means of their head, chest or any other legal part of their body above their hips. 

OTHER GENERAL RULES

22. There is no offsides
23. Only players, coaches and any other person who is signed up on the team roster and game-sheet of the game can be on the pitches and benches. No smoking is permitted within the pitch.
24. Overall, the general 11 vs 11 football rules apply to referee judgement regarding what is a considered to be a foul and the penalty of yellow and red-cards.
